No. A voter can vote at the polls with or without their voter registration card. 
The only thing required at the polls is a Texas Photo ID or a Passport.

Can voters use an out of state license at the Polls?

No, a voter cannot vote with an out-of-state license. They can, however, vote with a passport. Also, in your VDR Training Packet, there is a reference to the kinds of Photo IDs permissible at the polls, and what people can do if they do not have a Texas Photo ID.

Can people vote if they moved within the same county but didn't update their address before the deadline?

Accepted Answer

Yes, they can vote. They will be able to update their address at the polls.

Can people vote if they moved from one county in Texas to another, but did not update their address before the deadline?

Accepted Answer

Yes, they can. Whenever they go to vote, they will need to go to their Main Elections Office, and vote via a special voting process called Limited Ballot, when there are contests or propositions on the ballot in common with other Texas counties. 
In the case of Travis County, the Main Elections Office is ONLY at 5501 Airport Blvd.
This is only available during early voting.
